Description

The project supported the SSW (Special Secretariat for Water) in enhancing its efficiency and effectiveness through the development of a Strategic Plan for the period 2019-2024, as well as the development of annual operational plans for the of 2019 and for 2020. In this context the subject of this contract was the development of a six-year period Strategic Plan for the whole range of activities of SSW, with a special focus on its regulatory role, as well as the development of annual operational plans for the of 2019 and for 2020.
The project is included in the prior actions of the Memorandum of Understanding between the European Commission acting on behalf of the European Stability Mechanism and the Hellenic Republic and the Bank of Greece.
The main tasks of the project are the following:
1. Review the current situation (As-is Analysis)

  • Analysis of external environment of the SSW
  • Strategy Diagnostics
  • Operations Diagnostics
  • Organization Diagnostics
  • Financial Status Diagnostics
  • Risks & Opportunities Evaluation
  • SWOT Analysis

2. Development of SSW’s Strategic Plan

  • Mapping of relevant practices at European & National Level
  • Definition of Vision & Mission Statement
  • Proposal on Appropriate Strategic Directions
  • Identification of specific Operational Targets
  • Identification of the required organizational & operational structure
  • Proposal on legislative amendments

3. Development of SSW’s Operational Plan 2019 – 2020

  • Establishment of SSW’s Objectives for the period 2019 – 2020
  • Definition of the required activities to achieve the objectives
  • Development of proposals on the Timetable, Resources and KPI’s
