The main objective of this project was to provide technical and expert support to the Greek Ministry of Justice, Transparency and Human Rights for the development of justice reform projects to be included in the Greek National Strategic Reference Framework (NSRF) for the period 2014-2020.
Through a dedicated Project Preparation Facility composed of technical experts and staff from the Ministry of Justice, Kantor provided expert advice in the process of design, preparation and maturation of projects for administrative and justice reform in the following areas:
- Integrated Judicial Case Management System for Civil and Criminal Procedure (Phase B)
- Videoconferencing services in courts and prisons
- Promotion of the course of justice by utilization of trainee lawyers
- Digitization of archives and legal files (Framework Agreement)
- Digitization of hard copies of land ownership files and provision of electronic services
- Studies and provision of expertise in connection with the implementation of the e-Justice project
- Design and implementation of a Management System for Human Resources of legal clerks
- Web platform to support out-of-court dispute settlement and mediation (e-mediation)
More specifically, the project included:
- Design and elaboration of the Ministry’s Action Plan for the 2014-2020 NSRF
- Elaboration of feasibility studies, development of project scope and objectives, time plans, technical specifications and implementation recommendations
- Coordination of relevant stakeholders (e.g. Courts of Justice, Attorneys’ Associations etc.) during the elaboration and maturation of the Ministry’s activities
- Preparation of tender documents (Technical Bulletins, procurement plans, financial studies)
- Monitoring of the progress of projects under the Ministry’s activities to the aforementioned Operational Programs and provision of support for the editing/updating of the content of Technical Reports.
Moreover, Kantor provided capacity building to Ministry of Justice staff in the areas of strategic planning and institutional reform management.
