Description

The objective of the project was to provide an analysis and synthesis of the ex-ante evaluations of 115 Rural Development Programs (RDPs) and National Rural Network Programs (NRNPs) funded under the European Agricultural Fund for Rural Development (EAFRD).

The synthesis worked out common trends in the RDPs but also highlighted differences between them. It also analysed the external and internal coherence of the RDPs, identified examples of good practice, and provided conclusions and recommendations. The project was structured around 4 specific Evaluation Themes (ET):
1. ET1: Process of the ex-ante evaluations
2. ET2: Intervention logic and internal coherence of RDPs
3. ET3: External coherence and added value
4. ET4: Specific clusters of actions(/six (6) specific thematic cluster of measures):

  • Investment
  • Knowledge Transfer, advisory services and European Innovation Partnership (EIP)
  • Agri-environment-climate (AEC)
  • Forestry
  • Young farmers, small farmers, and areas with natural constraints
  • Risk management

Services Provided by Kantor:

  • Analysis of 115 ex ante evaluations and screening of 115 RDPs;
  • Survey of approximately 300 rural development stakeholders (including Managing Authorities, Paying Agencies, producers’ associations, young farmers’ associations, NGOs and others);
  • Targeted interviews of Managing Authorities about 6 specific clusters of measures under Evaluation Theme 4, covering all Member States;
  • Conclusions and recommendations on Evaluation Themes: process of ex-ante evaluations, the internal and external coherence of RDPs, and clusters of specific measures;
  • Identification of examples of good practice.
