Description

The Project HELIOS, promoted by the Hellenic Republic (HR), involves the large scale production of electricity from photovoltaic (PV) panels in Greece and its export to Northern and Western Europe. The project will take advantage of the substantially lower cost of electricity production by PV in Greece and employ the cooperation mechanisms of statistical transfer and physical transfer foreseen by Directive 2009/28/EC, to support other countries in meeting their RES targets set by that Directive at a low cost, while creating value for the Hellenic Republic and investors. The renewable energy certificates related with this investment will count towards the RE targets of the partner countries.
The project includes the following components:
Project HELIOS: Creation of 10 GW of PV parks on public land in Greece. The Hellenic Republic will provide the land and undertake all the licensing and permitting processes that are required for the investment. The investments will be financed by private investors, selected through a tendering process and, possibly, partly from public support funds.

Technical Assessment of Project HELIOS:

  • Feasibility of Statistical Transfer
  • Identification & evaluation of cross-border transmission mechanisms for electricity export
  • Coordination of research, identification of land parcels and validation of their technical suitability for installation of solar parks
  • Environmental impact assessment
  • Socio-economic impact assessment
  • Support in to the organisation of a licensing / permitting process for land parcels
  • Working together with the Financial Advisor (Guggenheim and National Bank of Greece).  Inputs to the financial model to develop projections and project feasibility.  
  • Identification and scoping of EU funding programs
  • Identification of actions required for inclusion of the transmission network in PCI projects
  • Overall Project Management and coordination of the Project HELIOS activities.
