Contact Point for the European Network for Rural Development
On behalf of the European Commission Directorate-General for Agriculture and Rural Development, we established and are currently managing the Contact Point for the European Network for Rural Development. The Contact Point enables the European Commission and rural stakeholders to network, share expertise and raise awareness of good practices at trans-national level. It embodies strong knowledge development and communications components. The Contact Point will add value to the implementation of rural development programmes within EU Member States and facilitate sustainable rural development.
LEADER + European Observatory of Rural Areas: Contact Point
On behalf of the Directorate-General for Agriculture and Rural Development, we delivered a multidisciplinary consultancy and support service for the European Commission, national and regional authorities and managing bodies participating in the implementation of LEADER+. The Observatory promoted networking at EU level to share good practices and measures to assist the sound implementation of rural development programmes. The work of the Observatory was supported by numerous communication tools such as the LEADER+ magazine, electronic newsletters, the LEADER+ website and conferences and seminars.
PHARE Interim Evaluation Scheme – Romania
For the European Commission, we evaluated the progress of pre-accession programmes implemented in Romania under the Phare programme. The evaluation helped the client to increase the relevance, efficiency, effectiveness, impact and accountability of the programmes. Sectors selected for evaluation included internal market, environment, transport, public administration and finance, economic and social cohesion, cross border cooperation, social affairs, justice and home affairs, agriculture and rural development.
Evaluation of innovative measures under Article 6 of the European Social Fund regulation.
On behalf of DG Employment and Social Affairs, we evaluated ESF-funded projects emerging from calls for proposals under the theme ‘Innovative measures to the management of change’. The evaluation examined the achievements and operation of the entire call for proposals as well as providing overall analysis based on a thorough assessment of project activities. Conclusions and recommendations were used in policy development within DG Employment and Social Affairs in order to animate discussion with Member States and relevant stakeholders about ESF actions.
Design and Implementation of a Monitoring and Evaluation System for the Knowledge Economy Project
This World Bank funded project is currently supporting implementation of the Knowledge Economy Project which aims to increase the participation of disadvantaged communities in the knowledge economy and society. Kantor has designed and is implementing a monitoring and evaluation (M&E) system for measuring the extent to which the targets of the project as a whole and those of its various components have been achieved. The M&E system is also working alongside the project management unit to support the dynamic planning and implementation of the management tools.
Evaluation of the means used by National Data Protection Supervisory Authorities in the promotion of personal data protection
For DG Justice and Home Affairs, we prepared an overview of the means used by national data protection supervisory authorities (NDPSAs) of EU Member States to promote personal data protection and awareness raising of the issue. The overview provided information about the wider context in which the relevant means and methods are being applied, their impact on proper and efficient application of data protection rules, and on the desired perception of protection of personal data amongst different national communities.
Facilitation of an expert meeting to evaluate the pilot project: Exchange Programme for Judicial Authorities
We provided consultancy services in order to evaluate the Exchange Programme for Judicial Authorities for DG Justice and Home Affairs. The general objective of the evaluation was to help the Commission to identify the best methods for obtaining quality project applications and to identify best practices for implementation of the projects with a view to developing an appropriate programme. The evaluation work programme consisted of a number of work strands, including a desk research programme, a telephone interview programme with pilot project stakeholders, a survey of participants in pilot project activities, and the organisation of a focus group bringing together for one day in Brussels the core pilot project stakeholders, EC staff members and representatives of the evaluation team.
Study of the management of INTERREG projects for the programming period 2004-2006
The overall objective of the study was to examine and describe successful project management structures and practices in use in INTERREG III projects within EU25. The study aimed to provide a detailed analysis of the various phases of project cycle management, such as development, implementation and closure. At the end of the project, a final report on INTERREG project management was produced by the researchers for the INTERACT Point for Qualification & Transfer. The report included detailed information on good project practices and practical "how to" sections in relation to each phase of the project cycle management.
