Team Leader/ Strategic Programming Expert (REF: SPE/12/11)
The position:
The Team Leader is responsible for the day-to-day liaison with the ECD, the NIPAC/NIPAC Secretariat and the target institutions and for organising and managing the PP&TAF activities.
He/she must ensure the internal coordination and guidance of the personnel and all experts of the project and coordination of the project with external counterparts. The Team Leader must also ensure - in close coordination with the Consultant – the availability of suitable experts in accordance with the Project Work Plan and the requirements of the ECD and NIPAC/NIPAC Secretariat. He/she must guarantee that quality assurance procedures are defined and applied to all activities and outputs of the project regardless of the level of seniority of the experts who prepare the deliveries.
The Team Leader shall be in charge of ensuring that the reporting obligations are timely fulfilled under the highest standards of quality.
In her/his function as strategic programming expert, she/he will be responsible for preparation of the documents related to the SCF and OPs.
Qualifications and skills:
- University graduate degree in economics, social sciences, or related field or equivalent professional experience
- Familiarity with strategic planning and programmes / projects development and management
- Excellent organisational, coordination and facilitation skills
- Excellent command of both written and spoken English
- Excellent analytical and document drafting skills and ability to gather, analyse and evaluate facts and to prepare and present concise oral and written reports
- Good analytical, appraisal and planning skills
- Ability to establish and retain effective working relationships with others and to communicate clearly and effectively, both orally and in writing
- Experience in dealing with senior government officials and ability to build consensus at all levels
- Good understanding of the challenges faced by transition countries in identifying and preparing quality programmes/projects for EU financing
- Computer literacy: MS Office applications as a minimum
- Previous long term work experience in Central or East European countries would be an asset
- Previous experience in the context of the IPA is an advantage.
General professional experience:
- Preferably 10 years professional international experience related to regional socio-economic development. preferably with strategic planning, of which at least 5 years in a managerial role with co-ordination responsibilities
- Track record in organising training to meet EU project design and management standards
- Proven experience in the field of institutional building and development of public institutions related to the implementation of strategic development plans.
Specific professional experience:
- Minimum of 5 years of experience in designing and developing EU funded programmes / projects in the context of EU pre-accession or Structural / Cohesion funds
- Experience in linking national and EU co-funding to meet strategic development objectives
- Previous experience as a Team Leader in at least two projects of a scale comparable to this PP&TAF.
