Procurement Expert with a specialisation in Infrastructures (REF: PEI/12/11)
The position:
The Procurement Expert will be responsible for:
- Coordinating the preparation of the technical and tendering documents required in the context of preparation of investment / infrastructure projects and other types of projects
- Directly drafting tender documents in full compliance with the applicable procurement rules [PRAG and FIDIC] and technical documents within his/her domain of competence
- Implementation the procedures applicable for the mobilisation and coordination of ad-hoc non-key experts in relation to his/her area of intervention
- Quality control over tender documents and technical documents within his/her domain of competence.
Qualifications and skills:
- A diploma in Civil Engineering or equivalent professional experience
- Excellent analytical, appraisal and planning skills, along with personnel management skills.
- Excellent command of both written and spoken English
- Excellent analytical and document drafting skills and ability to gather, analyse and evaluate facts and to prepare and present concise oral and written reports
- Good analytical, appraisal and planning skills
- Ability to establish and retain effective working relationships with others and to communicate clearly and effectively, both orally and in writing
- Experience in dealing with senior government officials and ability to build consensus at all levels
- Good understanding of the challenges faced by transition countries in identifying and preparing quality programmes/projects for EU financing
- Computer literacy: MS Office applications as a minimum
- Previous long term work experience in Central or East European countries would be an asset
- Previous experience in the context of the IPA is an advantage
General professional experience:
- Preferably 10 years (5 years is a minimum) in preparation and/or management of investment projects in the context of IFI funding
- Excellent knowledge (gained through actual practical experience) of the FIDIC rules of management of contracts.
Specific professional experience:
- Preferably 10 years (5 years is a minimum) in preparation, implementation and management of investment projects in the context of EU pre-accession and/or cohesion policies
- Excellent knowledge (gained through actual practical experience) of the PCM techniques and the PRAG
- Experience in preparing feasibility studies for investment projects funded by the EU would be an advantage
